  LaVarr "Hoot" Ziegler stands atop a downed tree cleared for a new road leading to a logging site on Prince of Wales Island in the Tongass National Forest in southeast coast of Alaska. The Bush administration has exempted the Tongass, our largest national forest, from the Clinton-imposed Roadless Rule which was intended to prohibit new roads from being built for logging purposes.
