"Growing Up in Tulia" On the black side of town in Tulia, many children are growing up without their parents after a drug raid which arrested 39 members of the community. The Tulia 13 were among dozens of mostly black residents arrested in 1999 on the uncorroborated testimony of a single undercover agent, Tom Coleman. The drug bust incarcerated almost 15% of the town's black population.
