The so-called 'Crescent' is a loosely defined, moon-shaped area of Rochester that runs across several neighborhoods where crime rates are significantly higher than the rest of the city: The Crescent is reported to be home to 27 percent of the city's residents and 80 percent of the city's homicides. Rochester residents and officials attribute the violence to the slow economy, the migration of residents to the suburbs, and a proliferation of abandoned houses that have become havens for drug sales and use. The impact of poverty and gun culture is seen and felt throughout Rochester, but people inside the Crescent experience many of the problems in a more concentrated way. ''It's an area of great poverty and high consumption rate of drugs which fuels an incredibly high number of homicides,'' the Rochester police chief told The New York Times a number of years ago; that analysis is repeatedly confirmed by other members of the police force today.
