"THE DEUCES"  

INVENTION - Herbert Bates, 62, owner of H & B Auto Repair which has been located on 22nd St. S. for 21 years, invents a way to install power steering and breaks on a 1968 Ford truck. 'Eliamusia Payne, 76, who has worked at H & B for the past seven years because he says he can't stand to be still. Eliamusia is a WW II veteran who served under Generals Patton, MacArthur and Eisenhower. ''When I moved to St. Petersburg (in about 1930) 22nd was a dirt road,'' says Payne.
